Selling mods

I started to lock my good mods and keep the mods that i wanna sell unlocked,and this worked so far until i noticed some mods that are unlocked,unequiped to any characters that dose not show up on the selling screen at all without anyway of selling them,i highlighted them in one printscreen,anyone know if this is a bug or how can it be fixed?
Also they are not included in any layouts since some of the mods are brand new.

I did,i have no filters set,also restarted the game and phone couple of times,tryed to put the mods on a character the unequipe them but i can't sell them,the mods are from all types

They are in a loadout. you have to delete the loadout to be able to sell the mod.

Furthermore, once you delete them from the loadout, you may need to restart the game. I've seen this myself last week.
