I have all 13 toons for GL Rey but tier 4 can’t be fought

I got to tier 4 of galactic legends Rey and it says I have 4/5 toons. What is going on? I spent months leveling useless toons to do this event and now I can’t go past tier 3? It says 13/13 to do the event why in the world would there be a secret 14th toon? Let alone which one is it?

did you unlock Rey? She's needed for tiers 4-6.

I believe you actually have to use the rey you've unlocked at that point. After doing levels 1-3 several times each, itll give you all 330 shards needed. Then you use that rey for 4-6
