Should i make a Negotiator team would that be a smart investment or wait till the next meta?

I have the ships/characters (would have to gear some of them) and are 15 shards away from the negotiator 5*. i just don't know if it would be a good investment.

Short answer is yes....a good investment. The negotiator will always be a powerhouse on offense and will be useful for the foreseeable future
