No. It is not clear, devs never gave us a clue. Some researchers talk about 462/14 (33%), others claim 462/20 (23%), but nobody can guarantee the truth.
They clarified on Reddit that Defense is a percent reducer that reduces damage by DEF/(DEF+LVL). DEF being the defense rating and LVL being the defenders level. If you use the same form for CRIT the values make sense but I've not done extensive enough observations to say for certain.

If he is lvl 70.
It means the % = 462/(70 x 10) = 0. 66 % ?
It would be 462 / (462+70*10), which is 0.397 - or roughly 40%.
Or 23% if it's crit_rating/20, or 33% if it's crit_rating/14.
Who knows? Which is why it should just display the critical hit percentage and not some number that makes no sense other than "higher is more better!!"
