Governor Pryce - Kit Idea

Description: Leader always on the offense, but is very tenacious.

Basic - Deal Special damage to target enemy and grant a random Empire ally Tenacity Up or Offense Up for 2 turns. Rebel enemies can't counter or evade this ability.

Special - Cooldown 3 - Dispel all debuffs on Governor Pryce and target Empire ally and they both gain 50% turn meter. Then grant target Empire ally Imperial Loyalty until the end of the battle. Then call them to assist.

Imperial Loyalty - +50% Offence, +20% Tenacity, and gain 15% turn meter at the start of Governor Pryce's turn.

Leader - Zeta - Whenever an Empire ally critcally hits an enemy, they gain Offense Up for 1 turn. Whenever an ally is critically hit, they gain Tenacity Up for 1 turn. (ZETA: Whenever an Empire ally gains Tenacity Up, they gain 10% Offence (stacking, max 30%). Whenever an Empire ally gains Offense Up, they gain 5% Tenacity (stacking, max 20%).)

Unique - Zeta - Governor Pryce has +15% Speed and an additional 5% for each other active Empire ally. (ZETA: She is immune to taunt effects and can't be defeated until all other Empire allies have been defeated.) If Grand Admiral Thrawn is an ally, he gains Imperial Loyalty at the start of the battle.
