This is the first GAC that I've seen two fleet spots on defense. I only have four capital ships so that leaves me with just one shot at each of my opponent's fleets. Am I the only one that's annoyed by this?

You must have just qualified for Division 2.
I don't know, but there can't be many in Division 2 with only 4 capital ships.
