Rex’s Form up ability

I just wanted to ask if I’m missing something. Taking the first turn I use form up to spread turn meter for my team, however, no one else ends up gaining turn meter from it. It only seems to be a problem having Padme on the squad. I’m usually running full 501st.

Any thoughts?

You already identified that there's something going on with Padme. So why not go on and check Padme's kit? People are weird..
