I noticed this a few days ago. Level 1 abilities are significantly better that Lvl 2 abilities. Is this a known bug or is it meant to be like this or something. Seems strange.

Pretty sure it's a display bug, I think level one shows the maxed skill sometimes

It's a glitch. It shows the max possibility and then resets once you upgrade. I think it's only a text error and not actually an ability bug.

One time i mistaken it as if i didnt upgrade it at all i will enjoy that ability

That's because some L1 abilities have (much) outdated description, but that's not only L7 shown. It's rather L3-5. Simply many of the original descriptions hasn't updated from release (not only abilities, characters had same problem and it was resolved) with some exceptions.
