Stunned and still they dodge...

For the life of me I cannot understand why or how someone could dodge when they're stunned... shouldn't stunned mean that they can't move. I have a hard time understanding how they can even deflect that's a stretch. Please address this as it under powers characters that can stun and overpowers characters that have a high dodge it really needs to be fixed
