Debuff Dismantler question

Looking for some clarification of how the Debuff Dismantler data disk works. It reads: "Whenever an allied unit gains a buff, they have a 30% chance to dispel all debuffs on themselves and gain 15% Mastery (stacking)."

What are the conditions for the Mastery increase? Must a debuff be dispelled to trigger the Mastery increase, or does a non-debuffed unit still have a 30% chance to increase Mastery upon receiving a buff? Thanks!

    Gaining the buff is the trigger.

    Dispell and mastry gain are the Payout.

    So gain a buff, 30 % chance to trigger.

    If triggered, dispell debuffs (if any) and gain mastery
