Classic CG vagueness about JML

CG mentioned an issue with JML the man who hits like a wet noodle unintentionally now hitting harder like a little schoolgirl.

Does anyone know what this is in reference to?

Is it due to the R9 protection boost?

There was a change to how his damage was calculated and this issue was fixed.
