are skill ratings being rebalanced?

I ended in Aurodium 1 with skill rating of 3113. The end of season rewards said I was moving to Kyber 3 and that matched with the SR's I saw in Kyber 3 when browsing.

However, 10 minutes later, I went into the Grand Arena table and it says I am in Kyber 4 with a skill rating of 2963.

Is there a rebalancing of skill ratings occurring today? I'm not complaining or demanding to be in one or the other. I'm just curious on the mechanics and how end of season shifts are handled.

a couple hours later, it looks to have reset back to my prior skill rating. Perhaps it was just a local client hiccup.
