Missing Galactic Legend Shards

Hi!
A guild mate has completed all the events for the galactic legend Rey, but he is still missing 15 shards to unlock her.
We told him to restart the client, to delete the data and reinstall the game, just in case it is an out-of-sync issue or corrupted local data, but he is still not getting the missing shards.
Any idea? Does he need a EA account to open an issue to devs? (And where should he open it)?
