Can anyone tell me why Kyle Katarn isn’t allowed.. Hea got both rebel and rebel fighter tag but he isn’t in the available units

What star level are you at? The first two are 5 star and up, the rest are 7* reqs so if you don't have him that high he won't be
Pic : mine is 6* you can see him as a possible unit (I simmed mine so can't actually try it)
