Fennec Shand Contract WAI?

Saw that the 20% defense from her contract stacks up multiple times throughout the battle, idk if this is a bug or if I just misread her kit:

Would love to know if this is WAI or not since it seems to me that another stack applies upon every 20 debuffs dispelled.

However, I don't believe it stacks through the battle, I think it has something to do with how many debuffs where dispelled the moment you trigger the contract
