Setup Phase Should Allow Team Removal/Adjustment for TW (and maybe GAC)

I know this has been mentioned upteen million times, but setup phases should allow for the adjustment of teams by Officers (in the case of TW) or the players who post the teams themselves (in the case of TW or GAC). I do not think this entirely unreasonable, and I know other games allow for this (notably Looney Tunes World of Mayhem).

There are players who make intentional or honest mistakes, and the Setup Phase should allow them to remedy that, after all, it is a "Setup Phase".
