Differences in base datacrons

I have a few datacrons. The first one I got from the release allows 15-25% bonuses on level one and the others allow 1-5%. Is the first one you get from the release just special like that or can that quality of a datacron also be obtainable?

The range depends on the particular stat. The reroll options on the side tell you the possible stats and ranges.
