Number of active guild members in TW

We have 30 active players on current TW. It appears our opponent has 36 active members. Is that possible? I get matchmaking sucks, but this just seems completely unreasonable.

    You could have 20 active and your opponent have 50. There is more than one factor in MM, number of people is only a small part.
