If you look at the datacron as you're adding it to a team, on the right side it'll show all the highlighted characters on a team that each level will apply to. Level 3 is for any characters, level 6 is a faction, level 9 is for particular characters. (That might apply to the whole team like the stupidly excessive ones for Rey and JMK, or just apply to one character.)
