I expect everyone in the Hutt Cartel will be on the list. So Embo and Cad Bane will likely be on the list at least R6 since they are required for other GL's at R5.

1) The Hutt Cartell also includes- Boba (OG), Embo, Cad Bane and Mob Enforcer. So I'd guess they're a lock.

2) There's a lot of other Bounty hunters/scoundrels- (Aurra Sing I think could be one as I don't think she's as popular as others and isn't as developed across collections. So there would be some forced farming, therefore credit buying, therefore profit).

3) I could see selected Jawas and/or Tusken, as their Tatooine natives.

4) I also think SOME Rebels are a lock to go with Han (Leia- someone already mentioned a reskin, Lando with a reskin, JKL or Farmboy Luke (see Aurra Sing), Chewie, Threepio, R2, Old Ben(?).

5) Out of the box thinking but Mara Jade? In the books she was a dancing girl for Jabba sent by the emperor to kill Luke when he shows to rescue Hand. Its a stretch I know.

so if we include all of the Hutt Cartell, theres 7 spaces left.
My guess:
1- One of the Jawas
2- One of the Tuskens
3- Aurra Sing
4- Leia reskinned- as Boushh or Metal Bikini
5- JKL
6- Lando reskinned as the guard
7- a Rebel or Bounty hunter
