How many toons can u exclusivley get to gear 9

Do u have any toons that can get to gear 9 that can no longer reach it if u didnt pre craft?

Really would like to see how this changes things. I know i have AA on my list

The only character for me is Qui Gon Jinn, I didnt pre craft though I just had happened to add that gear to him to complete a daily, got lucky really.

Have qgj and Yoda down the line (gear for 10). Don't have any furnaces so all those toons are locked out haha
