What should I zeta next?
https://swgoh.gg/p/774489138/characters/. I was thinking of giving it to cls and it binds all things, but then I realized that it probably caps at 10% tm. Also, I have enough for an omicron too and was prob gonna put it on mara jade to help my guild. Thx for the input!

Secondly, before the zetas, you need to focus a team Which it seems empire faction suits you. the team : Emperor Palp leads Darth Vader, Mara Jade,grand admiral thrand and Grand Moff Tarkin. So according to this plan: Zeta emporer palp lead, then darth vader zeta then grand admiral thrawn then mara jade.
focus on phoneix team and finish Grand Admiral thrawn
While do that, try to seven star tarkin and mara jade.

You definitely have a lot of good option for your next zeta (of few) but it really is going to depend on what you are hoping to work on.
Rebels: You can’t really go wrong with binds all things on CLS but learn control is also another good option. I definitely wouldn’t sleep on Chewbacca’s loyal friend. The 3% health and protection recovery may not sound like much but it is going to be your main form of recovery on the CLS team that can help you get those extra banners in GAC.
Empire: As said above, palp lead zeta with Vader and Mara creates the endless turn meter loop.
Bounty hunters: Bossk lead zeta is one of the best early game zetas and will help you through the Chewbacca event. If you really want to you could put on mando’s zeta. With all the mass assists on the bounty hunter teams, you’ll get the disintegrate almost instantly.
As for omicrons, Mara jade is never a bad choice for TW. If you want a GAC omicron, either go for Zam which will greatly boost your bounty hunter team or Qui gon. Dash is a good option when you get smugglers up and running but I wouldn’t apply it right now.

Short version...and as said above...start on top left of the graphic (Phoenix Team) and work from there...
As i recall it...it should be Empire Zetas in the phase you are...
If you want to create a REBEL team right now, i guess you can try...but Chewie needs BountyHunters...and there are a lot of these "links"...hence the suggested path.
You can choose a different path...but sooner or later you will converge into the following team sequence:
Empire->Revan->DarthRevan
