Clone Sergeant's ability is :

Suppressive Fire – Deal Physical damage to all enemies and remove 50% of their Turn Meters.

So if the opponent has currently 20% turn meter when Clone Sergeant shoots.
Then, after the shooting does the enemy have :

- 10% turn meter
- or 0 % turn meter

???

The Turn Meter as a whole is 100%
It would bring it down to 0.
Phasma raises it by 50% not twice what they already have
