Move options to create a mod loadout to the top of the mod loadout UI

At least half of my activity in the mod loadout UI is to update an existing character loadout with an updated one after rearranging mods. This involves scrolling down to the current character loadout, deleting it (which resets the UI to the top of the loadout list), then scrolling all the way to the bottom to select the option to create a loadout from the current character. That means more than 1/4 of all my loadout UI uses requires the worst case scrolling to the bottom of the loadout list. If create loadout options were at the top of the list, or perhaps even as small icons to the left of the list (under the checkbox for Unique Only) it would save me a ton of scrolling on my tab for storing default character loadouts.

Of course having the option to save all current character loadouts into a single option so I can save all or revert all modifications with one click would be even better, but that is a larger change.
