Guild Size Reduction

Has it been considered to lower guild sizes to a smaller number? Say for argument, 25 instead of 50.
It's a LOT of work to try and keep 50 people motivated and on track.
Scale down requirements for events would be obvious to account for less people, but I think that would make guild management much more tolerable.
Just a random thought, shoot holes through the idea, no offense taken.
