Capital Ship Leader Abilities

Hey Folks,
I have been wondering for awhile now, how do capital ship leads work? I can see the circle icon with partially filled / fully filled circle as shown in the picture. I was wondering, what is the leader ability of the capital ship? I do not see anything in the cap ship kit saying it has a lead, so i was thinking it was the ship commander’s leader ability. Is this correct? If not plz lmk, thanks!

It’s the “crew ability” which is listed under the capital ship itself, not the pilot’s leadership. In Ackbar/Home One’s case:
