Change in damage due to speed

With new update coming, we will see a damage reduction/increase due to the speed of a character.
I was wondering, which stat will be used for the calculation?
Is it the speed of a character on each lvl/gear tier?
For example: QGJ with 137 g8

Is it the speed of a character at the beginning of a battle?
For example: QGJ lead with 162

Or is it the speed of a character before every attack?
For example:
Ashoka, she gets +45 speed, therefore, she should do less damage, but if her buff is removed, she will be slower, so will she do more damage after?

Another example:
Fives counters an attack and with his debuff. So 25% less speed for the character. Will the character be stronger because of a debuff? This would be like saying: Speed down: -25% speed and + x% damage.

The outcome of each of these three eventualities are so different, so what do you think about it?
Which one would be the best?

    No one knows how they're doing it. I don't think it will be dynamic like you assume, but they'll address gear and/or multipliers of toons that they think do too little or too much damage for their speed. I hope they consider health and things like counter and TM too. Finally,

    I think it is only the base speed which will be taken into consideration.

    I hope we'll get some info in the patch notes but I also assume it's going to be the base speed to determine the adjustment
