Character leveling/power level

Hey guys so I've been wondering if gear even has any direct growth on a characters power level. For example if I leveled a character from 1-50 and their power level was 2000 and then got them gear lvl4 it became 2200, would there be a difference if I leveled my character to the levels required for example to level 2 then add a gear then to level 6 to add a gear, would that characters power level still be the same as when I straight up leveled a character to 50? Sorry if this is confusing but I've been wondering for a while if gear contributed to growth rate or if it was just a raw bonus to stats.
