• Chancellor Palpatine (Relic 7)

I don't really like gatewall on relics, because GL's are more or less equals.
And if I'm correct, devs do not add more than 3 new characters as requirements.
So my guess for such a character, if devs gonna add him, will be

Set 1 "Separatist Council":
Count Dooku (Relic 8)
Nute Gunray (Relic 7)
Poggle the Lesser (Relic 5)
General Kalani(Relic 7)(new)
Wat Tambor (7 Star)

Set 2: "Old Jedi Order"
Jedi Knight Dooku (Relic 7)(new)
Yaddle (Relic 7)(new) (Relic 7)
Qui-Gon Jynn (Relic 5)
Grand Master Yoda (Relic 5)
Mace Windu (Relic 5)

Set 3: "Clone Wars"
Darth Sidious (Relic 7)

P.S. Palpatine deserves more than marque and Dooku had nothing to do with him. But Darth Sidious was his master...

Leia Organa had four new requirements (Captain Rex, Captain Drogan, Kneesaa, Scout Trooper)

The second set of requirements are all Jedi who either betrayed the Jedi Order (Dooku, Pong Krell, Barriss) or went behind the Jedi Council's backs (Sifo-Dyas, who was Dooku's best friend) or in Yaddle's case, stood down

Pong Krell and Barriss have little, if any, to do with Dooku. I fail to see how you left out Dooku’s apprentice, Qui-Gon… as for Palpatine the Darth Sidious version would probably be better

They're relevant because, like Dooku, they're Jedi who became disillusioned with the order

Problem with Sifo-Dyas is that we don't know about his abilities, and he wasn't the reason of why Dooku fell. Same reason why I'm unsure about JMY. Pity we have no information about Luthen Rael(is he really Rael Averross), than this would be easier. Pong Krell is a very minor character that few like if even remember.
Barriss could be, but she has the same reasoning as.... Grand Inquisitor. Neither were separatists or confronted Dooku, but both fell.
Currently its hard to think about 4th new character. Mb Gar Saxon from GR era(because Mandalorians played a part in the war, or Jocasta Nu)
