Sector 5 Miniboss and Tuskens

Anyone know why the Tuskens don’t gain any momentum against the Troopers in the sector 5 miniboss fight? What am I missing?

    They don’t seem to have any zetas applied, that includes emperors trap on Piett. That might be slowing down the TM gain and so the momentum stacks.
