Does it mean something different in different games? I've always thought the meaning of those terms to be pretty self evident.
I'm more curious about why it matters? The only people I've seen that bother with the distinction are people that refuse to spend money on the game, and/or somehow see it as an achievement to play without spending. So if you're one of those types of players then the distinction is clear.
F2P since the last time I bought Kyros, Crystals, or the Conquest Pass.

P2P means spent/spends money on the game,
F2P means free-to-play or play without cash investment
