Mace Windu's Sense Weakness (Omicron) question

I currently have Mace Windu with lvl 9 - Sense Weakness (his omicron). With this year's conquest/datacron season, I've earned the Mace Windu datacron. I don't think what I'm about to explain is affected by the datacron, because I experienced this previously - which is why I was reluctant to use Mace on offense.
During this Territory War, whenever Shatterpoint was assigned to a random enemy, my team could ONLY focus on the enemy with Shatterpoint (unless there was another enemy that was taunting). Is this by design?
I understand the value of Shatterpoint and wanting to strike those enemies for recovering protection and all the benefits that come with this; however, if there's a particular kill order for the enemy you're facing - you can no longer do it because you have to follow the randomness of Shatterpoint.
Is there something that I'm doing wrong? Otherwise, this omicron could be viewed more as a liability than an asset.
