Webstore unavailable to some, why?

Does anyone know why the webstore is unavailable to kid accounts? Kid accounts can buy stuff through Google Play like Crystals and bundles. This isn't a rant or even a complaint, I just don't know the answer and wonder if anyone else might.

Might be due to data collection issues. Need an email to use the Webstore.

Data collection might have something to do with it, As for needing an email, we had to create email accounts for them when we set up their phones, so they have email to use. From in-game they don't even have the button to link their account.

I’ve not been able to log into web store for 6 months, apparently it’s beyond the help team to fix….

I can understand certain purchasing restrictions in the WebStore. Having no access at all is then incomprehensible.
At least everyone should be able to get the free stuff.
