Reva, Rey and some strange TM shennanigans

Not sure if this is me not being able to parse the various kit descriptions or if there is something odd going on but.....
Scenario:
Reva, Rey, Echo(BB), Cal, Capt Rex mirror match in Squad Arena.
Both teams have same Reycron (lvl 3 Offense/Speed, lvl 6 Offense on debuff)
Opponent Rey goes into Ult stance and sometimes takes another immediate turn. Other times she goes into Ult and is so slow that my Rey takes a turn, goes into Ult herself and comes out of Ult before opponent's Rey does.
What is happening with the TM here? Any able to explain the kit interactions that might cause the inconsistencies.

Not just his special, but if he has 30 stacks of persistence, he can grant her 100% tm. So he can easily make her come out of ult right away.
As for your Rey lapping the other one, that's maybe just a speed thing. If your Rey is faster and is at almost 100% when theirs goes into ult, you could come out first. Of course, you could also be getting tm from Cal.
Baby Cal was just a toon on the way to JKCK so I hadn't read his kit in great detail.
