Paying through Apple ID?

I have money loaded from an Apple Card. Do the in-app purchases accept this method? I keep getting payment declined on a 14.99 LSB I have a balance of $15 on it. Does payment only except debit cards or PayPal methods?

Or does it charge tax and there’s not enough to cover it?
