Padawan Obi-Wan shards

What is the best way to get a 7* POW in the marquee? Do we get him to 6* and the event has enough shards to get him to 7*?
Why wasn't Cobb Vanth shards a reward for the Krayt Dragon raid? Why wasn't Endor Gear Luke shards a reward for the Speeder Bike raid?

    Didn't the announcement say they were going to change the rewards structure of his Marquee? If so, unless that structure is known to the data miners, I don't think anyone can answer you yet.
