When will this event be eligible?

Friends; this event is often appearing on main screen but not appearing in event section.
Many events demand eligibility like GP requirements like Conquest Trials demand 4m+ gp.
How nice it would be that it appear on event site and lock demanding the requirements.
That would make clear.
But for now, seriously, when will I be eligible for this event.
Any replies please.
