Perhaps they only wanted two leaders in the FO faction, and two in the Resistance? Finn and poe for the resistance, and Phasma + unreleased TFA character for FO?

He is a leader. You see that in the first 10 minutes of Force awakens. Rey isn't even a padawan yet, but could be classified as Jedi... But hopefully that changes to Dark side as the story progresses.
