What Would You Do? Gear Question

I have a problem with decisions in this game 
. So, I have one piece of gear that several characters need. None besides Lumi and maybe Sid are used with much frequency. But, trying to gear up more tanks and DPS as my arena team is set for now.
So, in the shot below you can see my choices. In every scenario except Sid, Lumi, and Chewy, this piece will upgrade the character to the next gear level. Given the choices, who would be the safest bet to get it? Was thinking STH just due to his star level. Think it's a wise choice or should I go elsewhere with it?

Sorry, can't embed a picture for some reason. Also, Resistance Pilot to Gear 8 is an option. Almost 7 stars on her.
