Protection goes by gear lvl alone?

This makes it much worse for people who couldn't pre craft and we still can't even begin to farm the new materials. Can they just get rid of the new materials? Nobody enjoys farming 50 peices of gear anyway and now pre crafted chars will have even more of a advantage over non pre craft.
