Yoda's Tenacity up is now... dispellable?

Case in point, 3 times in arena an enemy QJG used humbling blow on my GS and took off both tenacity and offense up and gave his team offense up.
Did they change this recently? If so, it means that my Yoda's tenacity up is made far worse.
It probably did seem pretty cheap before that the AI would always humbling blow if you had tenacity up, but for a jedi team it makes things very difficult if there's a QJG on a Dooku team which is very common =(
Thoughts?
