I'm finding his "outrage" below 50% has been hitting as low as 1800 and barely over 3000 and I'm sure before it was consistently around the 6-8000 mark.
Have tested him fully as the ai doesn't seem to want to hit him but mine normal hits above 50% for 3k consistently. I've crit for 5k as well. Without any buffs. Maybe your just getting Unlucky?

I've never had such luck hitting that heavy with him after update, unless he had advantage (which btw is the only FO toon unable to grant advantage).

Pre-update, basic was around 1800-2000(2700-3400), lash out 1800-2100(2100-2800), outrage 2400-2700(3100-5200). Numbers in parentheses are critical hits, with +adv and crit+adv being highest numbers

Post-update, take 10-30% off those numbers.
Seems like his outage went down a good amount but I didn't bring him to 9 yet
