Dodge leader ability getting out of hand

I swear the number of dodges that actually occur for teams with leaders like lumi and dooku are at a much higher percentage than 15. I just played an arena match where the opponent's poggle (under a dooku lead) dodged six attacks in a row, and they didn't even have any other droids alive. The actual dodge percentage seems more like 30-40% rather than 15%.
