Is hero rarity random

So, are the 1 - 4 stars random for each hero? Every hero is 0 stars and then the RNG set the rarity value?

    If you mean by shard creation then no. 10 shard characters are 1*, 25 shards are 2*, 50 shards are 3* and 80 shards are 4*

    For unlocking, it is predetermined by the devs.

    Cls and jtr unlock only at 7*, while wampa unlock at 5*, etc
