Why was DVD Release bonus only for certain players?

Hi everyone.
Just wondering why certain players (or regions) were given a total of 50 bonus Poe or Captain Phasmer Shards over 5 days in celebration of The Force Awakens on DVD.

Is this going to be given to all players? Here in Australia, the DVD was released last week but there was no bonus given. I know it's only shards but giving certain players a character for free (after 5 days) doesn't bring balance to the force in the game.
