Guild Activity Tier Rewards for Each Member - Lower Ranks Get More Than Higher Ranks?

@EA_Jesse and @CG_JohnSalera Am I missing something or is this a bug... In the Guild Activity Screen, under each members name it shows the coin icon with a number... It is my understanding that that number represents the current payout for that member at the current Tier level... is that correct...
If that is correct, then how is it that our guilds current activity tier level the bottom ranks (41+) have a higher reward payout than those at rank #3 through 40???
For Example:
Currently
Rank 1 says 312 Currency
#11 -15 each say 242 Currency
#16-20 = 226 currency
#21-30 = 219 currency
#31-40 = 206 currency
and then 41-50 = 294 currency????
