HRS lvl 8 omega ability not working

The +15% ability to give turn meter is not working for me. Seems to be less than before even. Anyone else?

    pretty difficult to see if you're getting +15% or not. It could be bugged to the point that it's broke and never gives TM, but I don't have him at Omega to watch for it.

    I have the Same feeling, for sure not recocnizable better than before. Sad Story. No advantage.
