Since when does a counterattacker get to decide on a target?

Playing the guild raid, I found that the Gamorrean Guard with the counterattack ability will counterattack one of my characters who did not attack. What gives? I know of no other characters that get to "choose" who they counterattack. If this is not a bug, how about giving Fives the ability to "choose" who he counterattacks (sarcasm)?

I had dooku counter to qgj instead of gs in gw. Its a bug.

It could have been a death marked character. Taunt and death mark are targets for counters now
