Phase 1 raid bugged

During phase one while killing the captain and shatterpoint is put on one of my characters and the guard goes into counter attack mode, he will always attack the shatterpointed target. No matter what. I had Chewie with a taunt up that he ignored and attacked the shattered target. If someone else attacked, he would counter attack the shattered target that didn't attack. I can't find anywhere that it says this is normal. If I am wrong I apologize.

That's the point of deathmark, the goons don't have a choice, they are ordered by the captain to attack dearhmarked target. I believe it's in the description.
