5* Sid
5* Lumi
4* Kylo
4* Lando
4* Vader

Currently farming Sid and Lumi and Daka

Should I replace any of these with Dooku, Phasma, or Poggle?

Drop Vader use Poggle, use Lando AoE with Poggle and just watch everything blow up.

I don't think so, normally Phasma is a better leader than Sid but with Lando you'd want the crit chance as well as the crit damage.

Would a 4* Lando be a good character to have long term for the Arena?

Keep on farming Sid from arena shipments, Luminara from GW shipments, farm Kylo from cantina missions and buy daka from cantina shipments.

I would drop Lando and Vader (maybe use Vader later, when you have 7* Sid and an IG-88), get one more healer (Daka/JC, maybe barriss if you have her, but in long terms JC+Lumi are the best for PVP), and use Dooku. He is far more powerful than other 6-7* toons, and if you do daily those 2 (3-3) mission, slowly, but you will be able to star him up.

Don't get into toons which you can't max out, concentrate on those who can be * up.

Ive already got IG-88 at 4* with Gear lvl 7 as well as JC with Gear lvl 7 too. What do you recommend?
